DECISION OF AUTHORITY REGULATORY MEETING RM 21-84 HELD ON FEBRUARY 17, 2021 10. ‘The Authority after detailed deliberations upon the Inquiry Report decided as follows: i) ii) iv) vi) To address a letter to Ministry of Energy (Power Division) along with copy of Inquiry Report for taking appropriate actions as per findings/ recommendations of the Inquiry report Direction be given to NTDC for arranging a comprehensive study from reputed international firm to mitigate the adverse effects of Power Swing and suggest Out of Step (OOS) Protection in order to avoid major power breakdown and blackouts. NEPRA shall be taken on board for framing of TORs, bidding process and final selection of the consultant in due course NTDC & DISCOs be directed to conduct study of 500kV/220kV and 132kV system respectively in order to find out the defects & deficiencies and suggest remedies for prevention of faults and timely system recovery in case of partial and total breakdowns NTDC be directed for taking actions including but not limited to the following recommendations of the Inquiry Report: a. The existing Supervisory Control and Data Acquisition (SCADA) system is insufficient and covers only 500kV network and partly 220kV system. The SCADA needs to be extended upto 132kV level for proper operation and control by NPCC ie. the system operator b. Preparation of contingency plans and procedures for restoration of power supply under emergency and partial/complete power failures c Provision of Central Event Recorder having resolution of mili seconds (ms) for proper analysis of events d. No operation of Power Houses and Grid stations be carried out without the knowledge and directions of NPCC e. Provision of at least one machine of each power plant with capacity of 200MW and above in Island Mode £ The Black Start facility shall be made available at the power plants suggested/selected by NPCC especially for those located in South and Central zones Legal actions be initiated against Central Power Generation Company Limited (CPGCL) Guddu, NTDC, K-Electric, and concerned Power Plants for their lapses, deficiencies and failure in the said breakdown. Appreciation letter be issued to those power plants which responded in time against the Notice to Synchronization (NTS) issued by NTDC/NPCC. Inquiry Report be placed on NEPRA website for information of all. The Authonty praised the strenuous efforts and hard work done by the Inquiry Committee (IC) and decided that appreciation letters/ certificates be issued to all the members of the IC in recognition of their services in this challenging task.
