ISLAMABAD: The government has ultimately finalized three candidates for the slot of Member Finance in the Oil and Gas Regulatory Authority (OGRA) after the lapse of 9 months’ time.
“Yes, we have selected through a transparent process the three names that include Mr Salman Amin, Mr Shakeel, and Mr Faheem. The said candidates have also been cleared by the relevant agencies.”
However, the Cabinet Division has forwarded the summary to the PM office for the final decision. According to well-placed sources, the name of Mr Salman Amin is at the top of the list of selected candidates as his education and experience are comparatively much better than other competing candidates’. Mr Salman Amin is a Chartered Accountant, and ACCA-UK.
He served as a Financial Economist in the Finance Ministry of Pakistan (Policy Wing). He also worked in FRB tax reforms, apart from working in OGDCL as GM Commercial, GM Audit and GM Strategy Planning. He also served in NEPRA as a Senior Advisor for 4 year (2015-2019) and played a role in rationalizing the Pakistan tariff structure. Presently he is serving in CCP (Competition Commission of Pakistan) for two years. Earlier he also worked in DFID (Department for International Development) for three years and also worked as financial adviser for Canadian International Development Agency (CIDA) for 11 years (2007-2018)
Mr. Mohammad Naeem Ghouri, current Member Finance joined OGRA on 28th July 2022 for two years term and completed his tenure in July 2024, about 9 months back but he was given the first extension of 3 months, followed by another 3 months and then 2 months extension. Now he was given an extension of one month which will expire on April 28, 2025. The 4 extensions in months were given in blatant breach of the OGRA ordinance.
Similarly, Muhammad Arif was a Member (Gas) at OGRA whose tenure as a member ended on November 20, 2022. Since then no fresh member gas has been appointed and additional charge has been given to Member (Oil). Ends
